ARTICLE 1 � APPROPRIATIONS, ECONOMIC DEVELOPMENT Appropriating money to the
commissioner of trade and economic +development (DTED) for Minnesota investment
fund grants, for the Minnesota trade +office, for the job skills partnership
program, for the office of tourism for+ marketing activities, for
administration, for workforce and rehabilitation +services and for state
services for the blind, to the housing finance agency (HFA)+ for the affordable
rental investment fund, to the commissioner of commerce +for financial
examinations, for the petroleum tank release cleanup board,+ for administrative
services, for market assurance, for energy and telecommunications and for
weights and measures, to the boards of +accountancy, architecture, engineering,
land surveying, landscape architecture, +geoscience and interior design and
barber examiners, to the commissioner of +labor and industry for workers
compensation, for workplace services and for +general support, to the bureau of
mediation services for mediation services +and for labor management cooperation
grants, to the workers compensation +court of appeals, to the public utilities
commission (PUC), to the Minnesota +historical society for education and
outreach, for preservation and access, for +the Minnesota international center,
for the air national guard and +military museums, for project 120 and for
Farmamerica, to the councils on +black Minnesotans, Chicano-Latino affairs and
Asian-Pacific Minnesotans, to+ the Indian affairs council and to the arts board
for operations and +services, for grants program and for regional arts councils;
specifying certain +match requirements and providing for certain fund transfers
ARTICLE 2 � DEPARTMENT OF COMMERCE POLICY PROVISIONSRequiring and providing
for an expedited filing system for use by +certain insurers to file rates and
forms, granting the commissioner of +commerce the right to review rates;
providing a large risk alternative rating +option (LRARO) filing procedure for
use by workers compensation insurers for +certain employers, specifying the
threshold; specifying certain contracting requirements for department of
commerce inspection and testing of +liquid petroleum measuring equipment;
removing certain authority and +responsibilities of the commissioner under the
unfair cigarette sales act; repealing +the humanities commission and the
definitions under certain uniform +deceptive trade practices provisions ARTICLE
3 � DEPARTMENT OF LABOR AND INDUSTRY POLICY PROVISIONS Merging the division
of voluntary apprenticeship in the department of+ labor and industry with the
division of labor standards; establishing the +apprenticeship registration
account in the special revenue fund for deposit of an +annual specified
registration fee; restricting the responsibilities of the +department relating
to occupational safety and health to public employees, +removing certain
responsibilities of the commissioner of health and certain +substances from the
definition of hazardous substance and providing for +compliance with certain
federal standards, removing the authority of the commissioner+ to adopt
occupational safety and health standards other than federal +standards;
eliminating certain requirements of employers relating to reducing +employee
exposure to bloodborne pathogens; repealing the labor education +advancement
grant program and certain provisions relating to occupational safety +and health
regulations for private employers and to the registration of trade +secrets and
certain rules relating to the adoption of federal occupational safety+ and
health standards by reference, bloodborne pathogens exposure and +standard
