animals, requiring and providing for registration with +animal control
authorities and for the implant of microchips and prohibiting+ breeding of the
animals; specifying certain ownership records maintenance and +warning sign
display requirements; requiring immediate notice to local law +enforcement
officials of escape and imposing costs liability on the animal +owners;
requiring a permit for change of location; requiring and providing +for seizure
of the animal for noncompliance with the requirements and authorizing+ disposal
