Relating to education

ARTICLE 1 - GENERAL EDUCATION

Modifying the alternative
teacher compensation revenue formula, charter school general education revenue
formula, learning year program calendar options, area learning center (ALC)
service requirements; permitting district and charter school grade level
acceleration instructional programming; requiring charter schools and area
learning centers to inform students and parents of learning year option; setting
the limited English proficiency (LEP) allowance; modifying the average daily
membership number of pupil units, learning year pupil units, basic revenue,
extended time revenue, LEP concentration allowance, operating capital levy,
transportation sparsity revenue allowance, equity revenue, district equity gap
and index, transition revenue and equity allowance, basic alternative teacher
compensation aid, charter school payments and certain abatement and aid
adjustments; changing the treatment of referendum revenue levy; requiring
certain county auditor reports to the commissioner of education; appropriating
money to the commissioner of education for general education aid, referendum tax
base replacement aid, enrollment options transportation, abatement revenue,
consolidation transition, nonpublic pupil education aid and transportation,
independent school district #690, Warroad, for Angle Inlet school and a
compensatory revenue pilot project; repealing regional equity gap and equity
region under general education revenue provisions

ARTICLE 2 - EDUCATION
EXCELLENCE

Modifying academic and elective standards and graduation
requirements; providing for academic rigor and postsecondary college and career
opportunities, requiring dual credit course and program requirements,
establishing and providing for 3R high school aid; adding international
baccalaureate (IB) programs under raised academic achievement programs;
establishing a new teacher induction program for certain newly licensed
elementary and secondary teachers; requiring teacher centers to provide a
professional development program; making technical changes; establishing the
Minnesota reading corps program, alternative school calendar pilot program and a
mandarin Chinese pilot program; providing for successful schools aid;
appropriating money to the commissioner of education for charter school building
lease, charter school startup and integration aid, magnet school, interdistrict
desegregation or integration transportation and American Indian teacher
preparation grants, success for the future, American Indian scholarships, early
childhood programs at tribal schools, statewide testing and reporting system,
examination fees, advanced placement and international baccalaureate (AP/IB)
programs, first grade preparedness, collaborative urban educator, youth works,
student organizations, education planning and assessment (EPAS), college level
examination program (CLEP), best practices, 3R high schools, successful schools,
alternative school calendar pilot program, Minnesota first five new teacher
induction program, teacher training in mathematics and science instruction,
mandarin Chinese and Minnesota reading corps

ARTICLE 3 - SPECIAL
PROGRAMS

Modifying transportation aid entitlement; changing the term base
revenue to initial aid; modifying definitions under access to transition system
for children with disabilities; clarifying program aid and approval eligibility;
modifying base revenue, state total special education, school district special
education, initial excess cost and state total special education excess cost
aids and out of state tuition, providing for special education forecast
maintenance of effort; appropriating money to the commissioner of education for
special education, aid for children with disabilities, travel for home based
services, excess costs, transition for disabled students, court placed special
education revenue and out of state tuition; repealing the access to transition
system for children with a disability

ARTICLE 4 - FACILITIES AND
TECHNOLOGY

Modifying the definition of eligible debt service revenue; modifying
health and safety revenue; excluding certain school district levies included in
the debt service levy from tax exemption treatment under job opportunity
building zone (JOBZ) property treatment; providing for school technology and
online learning expansion grants; appropriating money to the commissioner of
education for health and safety revenue, debt service equalization, alternative
facilities bonding aid, equity in telecommunications access, school technology
and online learning grants and deferred maintenance aid

ARTICLE 5 - NUTRITION
AND ACCOUNTING

Defining budgets for purposes of financial information
publication; requiring school boards to adopt a minimum percent of general
operating expenditures to allocate to direct classroom expenditures;
appropriating money to the commissioner of education for school lunch,
traditional school breakfast, kindergarten milk and summer school service
replacement aid

ARTICLE 6 - LIBRARIES

Requiring the commissioner of education
to contract with an independent consultant for a comprehensive library structure
study; appropriating money to the commissioner of education for basic system
support, multicounty, multitype library systems, electronic library for
Minnesota, regional library telecommunications aid and comprehensive library
study contract

ARTICLE 7 - EARLY CHILDHOOD EDUCATION

Clarifying the early
childhood family education (ECFE) purpose; modifying program requirements,
prohibiting participation restrictions by school districts; requiring a
community outreach plan; requiring plan and program data submission
requirements; modifying the ECFE levy, revenue use and home visiting levy
eligibility; providing for targeted training of early childhood professional to
improve school readiness; school readiness, head start and child care programs
educational offerings improvement requirements; providing for an early childhood
scholarship fund to improve school readiness; appropriating money to the
commissioner of education for school readiness, ECFE and health and
developmental screening aids, head start program, educate parents partnership,
kindergarten entrance assessment initiative and intervention program, early
childhood part C, ECFE program accountability initiative, targeted training of
early childhood professionals, improve educational components in school
readiness, head start and child care programs and early childhood scholarship
program

ARTICLE 8 - PREVENTION

Appropriating money to the commissioner of
education for community education and adults with disabilities program aids,
hearing impaired adults and school age care revenue

ARTICLE 9 -
SELF-SUFFICIENCY AND LIFELONG LEARNING

Providing for the Minnesota fatherhood
leadership initiative; appropriating money to the commissioner of education for
adult basic education aid, GED tests, lead hazard reduction, adult literacy
grants for recent immigrants and Minnesota fatherhood leadership initiative
programs

ARTICLE 10 - STATE AGENCIES

Modifying marriage license application
depository requirements; authorizing commissioner of education career and
technical education and statewide graduation tests rulemaking; appropriating
money to the commissioner of education, the commissioner of public safety to
fund parenting time centers, the Minnesota state academies for the deaf and
blind and the Perpich center for arts education
