E Relating to education; requiring the board of teaching to review and report to
the legislature on rules requiring colleges and universities approved by the
board to prepare persons for classroom teacher licensure to include in teacher
preparation programs information on special education laws, teaching strategies
and positive behavior interventions; expanding the staff development revenue
reservation requirement to preservice and in-service education for special
education professionals and paraprofessionals; requiring individual education
plan (IEP) teams to consider positive behavioral interventions, strategies and
supports addressing behavior for children with attention deficit disorder (ADD)
or attention deficit hyperactivity disorder (ADHD); authorizing parents to
decide on the provision of sympathomimetic medications to children placed in
special education, emergency treatment exception, parent refusal to allow the
medications not to constitute educational neglect and prohibiting a requirement
for provision of the medications as a condition of readmission after
