E Relating to the classification and dissemination of government data; defining
inspection for electronic data access requests clarification purposes,
authorizing government entities to charge reasonable fees for remote access
under specific statutory grants of authority; extending the time limit for
complying with individual requests for access to data without notice; modifying
the classification of data held by educational institutions relating to parents;
authorizing the disclosure of educational data to provide student recruiting
information from data held by colleges and universities and to the juvenile
justice system to protect the health or safety of students or other individuals;
classifying building code violation records as public, exceptions; requiring the
disclosure of private personnel data to the department of economic security for
unemployment benefits claims processing purposes; expanding the definitions of
employment and training data and employment and training service provider and
defining provider of training services, authorizing the dissemination of
employment and training data by service providers to the commissioner of
economic security and authorizing the commissioner in consultation with the
governor's workforce development council to enter into a data exchange agreement
with a training service provider to provide certain wage information on
individuals receiving training services for service provider certification
eligibility data preparation purposes or to require the service provider to
furnish necessary data, requiring the commissioner to provide the service
providers and the public summary data on the performance of the services;
recodifying the classification of rideshare data collected by the department of
transportation (DOT) and including the metropolitan council in the provision;
classifying and regulating the release of data on customers of municipal
electric utilities; classifying data identifying specific locations within the
state determined by the pollution control agency (PCA) to be appropriate for
studying the cause of malformations in frogs; authorizing the production of
government records in computerized form; classifying and regulating the
disclosure of data obtained from inspections of school financial records;
classifying and modifying access to data on employees reporting violations of
law; modifying the procedure for inspection of tax returns and return
information; authorizing the commissioner of revenue to disclose certain
information to the commissioner of human services to verify refundable tax
credit and property tax refund claims by Minnesota family investment program
(MFIP), general assistance (GA), food stamp and Minnesota supplemental aid (MSA)
program applicants or recipients and to the commissioner of commerce for
unclaimed property disposition purposes; granting county auditors or treasurers
access to social security and federal identification numbers maintained for
property tax administration purposes to assist the commissioner of revenue in
the preparation of microdata tax information samples; requiring the disclosure
of social security numbers and tax returns to parties to child support
proceedings for income determination purposes; requiring state agencies to
prepare lists identifying nonreferenced data practices laws codified outside the
government data practices act for submission to the revisor of statutes by a
certain date for completion of the data practices law recodification and
specifying certain reorganization and recodification instructions to the
revisor; repealing a certain previously enacted provision providing for
disclosure of certain building code violation records (ra, ja)
