Codifying certain state agency reorganization orders ARTICLE 1 - REORGANIZATION
ORDER NUMBER 173 Requiring the submission of annual progress reports by persons
required to prepare toxic pollution prevention plans to the emergency response
commission in lieu of the commissioner of the pollution control agency (PCA),
requiring the commission to provide copies of the reports to the director of the
office of environmental assistance and the commissioner and requiring director
review of the reports to determine the facility need for pollution prevention
assistance; granting the commission certain authority relating to progress
reports not meeting certain requirements ARTICLE 2 - REORGANIZATION ORDER NUMBER
174 Transferring the responsibility for renewable energy production incentive
payments to owners or operators of qualified hydropower or wind energy
conversion facilities from the commissioner of finance to the commissioner of
public service ARTICLE 3 - REORGANIZATION ORDER NUMBER 176 Transferring the
responsibilities of the abolished transportation regulation board (TRB) to the
commissioner of transportation (DOT) and changing certain references to the
interstate commerce commission and the civil aeronautics board to the surface
transportation board; requiring the commissioner to cooperate with federal
agencies to harmonize state and federal regulations and authorizing joint
hearings and joint boards appointments; providing for common rail and motor
carrier order appeals; eliminating certain references to local cartage carriers;
specifying certain phrase and term change instructions to the revisor of

authority of the intergovernmental information systems advisory council ARTICLE
5 - REORGANIZATION ORDER NUMBER 180 Codifying the creation of the Minnesota
center for crime victim services and providing for organization and duties;
transferring certain duties of the commissioners of corrections and public
safety to the center; defining or redefining certain terms for crime victims
services purposes; specifying certain membership requirements and duties of the
sexual assault advisory council and requiring the director of the center with
the advice of the council to employ a program manager; modifying certain
provisions relating to the battered women advisory council and providing an
expiration date for the council; changing the position of battered women program
director to program manager; modifying certain provisions relating to the
general crime victims advisory council and providing for a program manager;
transferring the crime victims reparations board from the department of public
safety to the center, specifying certain additional board membership diversity
requirements and providing for appointment of a program manager; modifying
certain provisions relating to the crime victim and witness advisory council,
transferring jurisdiction from the department of public safety to the center and
providing for employment of a program manager in lieu of an executive director;
repealing certain provisions relating to the transportation regulation board and
