Requiring the commissioner of commerce to seek waivers for MNsure to allow
persons to purchase qualified health plans outside of MNsure directly from
health plan companies; placing a salary limit on the MNsure executive director;
subjecting all MNsure board meetings to open meeting law; prohibiting the MNsure
director from receiving a salary increase without approval; requiring the
commissioner of management and budget (MMB) to assign MNsure managerial
employees to salary ranges in the managerial plan
