Relating to early childhood education; establishing and providing early
childhood community hub planning and implementation grants for school districts
and tribal schools to increase school readiness, requiring collaboration among
early childhood, health and family services and the K-12 education system,
parental information and education, kindergarten transition services and
comprehensive early care and education programs for low income families,
requiring grant recipients to use grants to plan and implement early childhood
community hubs, specifying responsibilities, eligibility, program components,
grant application process, staff qualifications, match requirement, advisory
committees and grant applicants review and award requirements; establishing and
providing prekindergarten through grade 3 program grants to develop community
based public school collaborative programs to promote school readiness, future
school success and assist families through coordination of early childhood and
early elementary initiatives to close the achievement gap, specifying program
components, eligibility, grant application process, match requirement and grant
applicants review and award requirements; requiring the commissioner of
education to develop a plan to expand to all school districts the developmental
assessment (MDE) administered to entering kindergartners; appropriating money to
the commissioner of education for the grants
