appropriating money for environmental and natural resources purposes;
appropriating money to the legislative commission on Minnesota resources (LCMR)
and to the commissioner of natural resources (DNR) for the local initiatives
grants program, for the acquisition and development of certain trails and for
certain trail connections and for state park and recreation area and
metropolitan regional parks acquisition, development, betterment and
rehabilitation, to the Minnesota historical society for protection of
traditional Indian cultural places, for certain interpretive projects, for
historic sites land acquisition and development, for certain improvements to
Murphy's landing and for restoration of the Pickwick mill, to the commissioner
of the pollution control agency for on-site sewage treatment alternatives, to
the science museum for identification of sediment sources in agricultural
watersheds, to the board of water and soil resources (BOWSR) for accelerated
statewide local water plan implementation, for the Minnesota River basin
initiative and for a Goodhue county natural resources inventory and management
plan, to the university of Minnesota for certain groundwater pollution
monitoring, forestry and agriculture projects and for urban corridor sustainable
designs, to the commissioner of natural resources for certain management
agreements, for the Minnesota wildlife tourism initiative and for water and
mineral resource planning, to the agricultural utilization research institute
for establishment of a commercial grade fertilizer plant, to the commissioner of
agriculture for sustainable aquaculture and livestock systems, for an economic
analysis of agriculture and for certain organic farming training and biodiesel
fuel projects, to the office of environmental assistance for certain waste
abatement demonstration and preferable chemicals projects, to the commissioner
of transportation (DOT) for the Minnesota River valley scenic byway interpretive
signage project, to the PCA for a certain environmental contamination
assessment, to the office of strategic and long range planning for community
based planning tools and training and for development of a statewide inventory
of potential cogeneration sites, to the department of trade and economic
development (DTED) for the Virginia storm sewer project, to the amateur sports
commission for ice arena design, to the historical society for digitization and
distribution of historic timberland survey records, to the PCA for a certain
