hf2909 SECOND ENGROSSMENT Terrorism prevention integrated public policy
established, penalties provided, and money appropriated. ARTICLE 1 ANTITERRORIST
INITIATIVES AND RESPONSE PROVISIONS Section 1: "Emergency management" definition
expanded. Sec. 2: General authority of governor expanded. Sec. 3: Tribal
authorities included. Sec. 4: Procurement of real property and facilities
allowed in emergencies, and commissioner of pollution control allowed to suspend
operation of statutes, rules, permits, and agreements to allow disposal of waste
in an emergency. Sec. 5: "Peacetime emergency" added to list of emergencies.
Sec. 6: Environmental hazard added to list of eligible peacetime emergencies.
Sec. 7-10: Conforming changes. Sec. 11: Embargo on geographical area of the
state in emergency allowed. Sec. 12: Costs of lab testing, and related costs to
be covered by convicted individual. Sec. 13: Quarantine zones redefined. Sec.
14: Records required to be kept modified. Sec. 15: Chemical assessment teams
required to mitigate hazardous materials incidents. Sec. 16: Chemical and
biological substances regarded as hazardous materials. Sec. 17: Plan inclusion
of locations of 11 regional hazardous materials teams required. Sec. 18: Acts of
terrorism exceptions detailed. Sec. 19: Terrorism included in definition of
murder in the first degree. Sec. 20: "Designated offense" definition expanded.
Sec. 21: Court order issuance requirements expanded. Sec. 22: Trespass on
utility property penalties provided. Sec. 23: Crime for introducing livestock or
