hf2746 FIRST ENGROSSMENT Minnesota anti-terrorism act of adopted. Section 1:
Minnesota anti-terrorism act of 2002 purpose provided. Sec. 2: Biological agents
registry data classified. Sec. 3: Authority to close meetings to the public
expanded to include security briefing meetings and other similar specified
meetings. Sec. 4: Biological agents registry established, related terms defined,
registration required, data practices defined, and cooperation with United
States Centers for Disease Control provided. Sec. 5: Identification card
expiration circumstances detailed, out-of-state driver's licenses or ID cards
not acceptable as proof of lawful short-term admission to the United States, and
procedure for demonstrating this proof of admission provided. Sec. 6: Expiration
of licenses issued to persons in United States on temporary authority clarified.
Sec. 7: Hazardous Materials driver qualifications established and detailed. Sec.
8: Hazardous Materials endorsement cancelled for certain offenses. Sec. 9: 911
service fee raised from 27 to 46 cents each month. Sec. 10: 35,000,000 dollars
in state bonds issued "to refund local units of government for amounts expended
for capital enhancements to the regionwide first phase system previously
financed by the respective local units." Sec. 11: 911 telephone service fee
raised. Sec. 12: Technical. Sec. 13: Penalties for falsely reporting crime
increased. Sec. 14-15: Penalties for giving fictitious name other than nickname
with intent to obstruct justice increased. Sec. 16: Penalties increased for
trespassing at public works facilities. Sec. 17: Penalties for placing
explosives with intent to destroy increased. Sec. 18: Penalties for use of
weapon of mass destruction or "hoax weapon of mass destruction" established.
Sec. 19: Penalties increased for threatening a "crime of violence." Sec. 20:
Penalties increased for communicating purpose to terrorize. Sec. 21: Penalties
for acts of terrorism provided. Sec. 22: "Acts of terrorism" included with
crimes of violence list. Sec. 23: "Wire communication" definition modified. Sec.
24: "Electronic communications system" definition modified. Sec. 25: Offenses
for which interception of wire or oral communication is authorized list
expanded. Sec. 26: Procedure for authorizing interception of wire or oral
communications clarified. Sec. 27: Conforming changes to section 26. Sec. 28:
Provider of remote computing service or electronic communication service record
keeping procedures detailed and disclosure of communication exceptions provided.
Sec. 29: Conforming changes. Sec. 30: Hazardous materials driver
disqualification convictions copy of offenses required. Sec. 31: Money
appropriated to fund a study of the feasibility of requiring tagging of
explosives. Sec. 32: Money appropriated. Sec. 33: Money appropriated to
predesign the Camp Ripley Joint Military Law Enforcement Anti-Terrorism Training
Facility. Sec. 34: 37,000,000 dollars appropriated to design, acquire,
construct, furnish, and equip radio communications system infrastructure and
extending it to Rochester and St. Cloud. Sec. 35: Bond sale authorized. Sec. 36:
