A bill for an act
relating to cities; authorizing a home rule charter or statutory city to adopt a
program requiring certain hiring practices in city contracts; proposing coding for
new law in Minnesota Statutes, chapter 471.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin As a condition of performing work under a public works contract, service contract,
or subsidized project, a home rule charter or statutory city may by ordinance require the
entity that contracts with the city to hire a certain number or percentage of city residents
or low-income residents in the performance of the contract or project. The ordinance
must include the dollar amount of the contract or project to which the program applies,
a definition of "low income," whether the required number or percentage of workers is
defined by total work hours or total work force, and the extent to which the requirements
of the ordinance may be met by existing employees or new hires. All other terms and
conditions of the program must be defined by the ordinance.
