A bill for an act
relating to agriculture; requiring the commissioner to establish a standard method
of dairy payment reporting; proposing coding for new law in Minnesota Statutes,
chapter 32D.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

[32D.015] STANDARD DAIRY PAYMENT REPORTING.

(a) Bulk milk purchasers must use the standard dairy payment reporting format established
by the commissioner for milk checks to producers.

(b) The commissioner may update the standard dairy payment reporting format annually.
If the format changes, the commissioner must notify bulk milk purchasers at least 90 days
before the change takes effect.

EFFECTIVE DATE.

This section is effective January 1, 2026.

Sec. 2. STANDARD DAIRY PAYMENT REPORTING.

In consultation with stakeholders, by January 1, 2025, the commissioner of agriculture
must establish a standard format for bulk milk purchasers to communicate payments to
Minnesota milk producers under section 32D.015. The format must clearly differentiate
classes of payments, including base payments, premiums, transport fees, discounts,
allowances, bonuses, and other items that affect the payment that producers receive for their
milk. By January 1, 2026, the standard format must become mandatory for dairy plants
operating in Minnesota and may be updated by the commissioner of agriculture on an annual
basis.

EFFECTIVE DATE.

This section is effective July 1, 2024.
