A bill for an act
relating to health; establishing a health information technology grant program;
appropriating money; proposing coding for new law in Minnesota Statutes,
chapter 62J.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

[62J.4965] HEALTH INFORMATION TECHNOLOGY GRANT
PROGRAM; NURSING FACILITIES AND ELDERLY WAIVER PROVIDERS.

Subdivision 1.

Definitions.

(a) For purposes of this section, the following terms
have the meanings given them.

(b) "Nursing facility" means a facility licensed as a nursing home under chapter 144A.

(c) "Provider enrolled in the elderly waiver program" means a provider enrolled in
the elderly waiver program of customized living or 24-hour customized living in the
medical assistance program.

Subd. 2.

Grant program.

The commissioner of health shall award grants to
nursing facilities and providers enrolled in the elderly waiver program to support the
facility's or provider's adoption and use of electronic health records and an electronic
prescription drug program according to sections 62J.495 and 62J.497. To apply for a
grant, a nursing facility or provider enrolled in the elderly waiver program must submit an
application to the commissioner using forms and according to timelines established by the
commissioner. The commissioner shall award grants of up to $50,000 per applicant, and
grant awards must be made within the limits of available appropriations. To determine
the amount of the applicant's grant award, the commissioner shall multiply the amount of
funding requested by the applicant and the percentage of the applicant's total revenue that
is paid by the medical assistance program.

Sec. 2. APPROPRIATION; HEALTH INFORMATION TECHNOLOGY
GRANT PROGRAM.

$2,000,000 is appropriated in fiscal year 2017 from the general fund to the
commissioner of health for the health information technology grant program in Minnesota
Statutes, section 62J.4965.
