relating to employment; providing for community-based workforce development;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin COMMUNITY-BASED WORKFORCE DEVELOPMENT.

new text begin $....... in fiscal year 2017 is appropriated from the general fund to the commissioner
of employment and economic development for grants to nonprofit organizations and
public and private nonprofit postsecondary institutions for workforce development
activities to increase the job skills and employability of Minnesotans from economically
disadvantaged communities of color in Minnesota cities with populations in excess of
200,000 persons. Grant funds may be used only for activities developed in cooperation
with community-based businesses to provide targeted education and job training for
occupations including but not limited to: highway heavy construction; road maintenance;
building and home construction, modification, and maintenance; manufacturing; health
care; and technology. This is a onetime appropriation and is available until expended.
