A bill for an act
relating to education; modifying board requirements for the Minnesota State
Academies; amending Minnesota Statutes 2018, section 125A.62, subdivision 1.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2018, section 125A.62, subdivision 1, is amended to read:


Subdivision 1.

Governance.

The board of the Minnesota State Academies shall must
govern the State Academy for the Deaf and the State Academy for the Blind. The board
must promote academic standards based on high expectation and an assessment system to
measure academic performance toward the achievement of those standards. The board must
focus on the academies' needs as a whole and not prefer one school over the other must
support deaf, hard of hearing, blind, and visually impaired students statewide
. The board
of the Minnesota State Academies shall consist consists of nine persons 13 members. The
members of the board shall must be appointed by the governor with the advice and consent
of the senate. At least one member must be appointed from the seven-county metropolitan
area, one member must be from greater Minnesota, and one member may be appointed
at-large
each congressional district. The board must be composed of:

(1) one present or former superintendent of an independent school district;

(2) one present or former special education director;

(3) the commissioner of education or the commissioner's designee Minnesota Department
of Education specialist for blind and visually impaired students and the department specialist
for deaf and hard of hearing students

(4) one member three members of the blind or visually impaired community;

(5) one member four members of the deaf or hard of hearing community;

(6) two members of the general public with business, administrative, or financial
expertise;

(7) (6) one nonvoting, unpaid ex officio member appointed by the site council for the
State Academy for the Deaf; and

(8) (7) one nonvoting, unpaid ex officio member appointed by the site council for the
State Academy for the Blind.
