A bill for an act
relating to state and local government; adding to requirement of access to
a public body's journal under the Open Meeting Law; amending Minnesota
Statutes 2014, section 13D.01, subdivision 5.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2014, section 13D.01, subdivision 5, is amended to read:


Subd. 5.

Public access to journal.

The journal must be open to the public during all
normal business hours where records of the public body are kept.new text begin If the public body does
not maintain regular business hours, the journal must be available to the public for at least
four hours immediately before or after a meeting, or for a total of at least four hours if made
available both before and after a meeting, and at other times mutually agreed to between
a party requesting access to the journal and the official responsible for maintaining the
journal. If the journal was to be available after a meeting and the meeting adjourns after
midnight, access to the journal may be delayed until the next scheduled meeting.
