  1.1                          A bill for an act 
  1.2             relating to state lands; authorizing private sale of 
  1.3             certain tax-forfeited land that borders public water 
  1.4             in Itasca county. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [PRIVATE SALE OF TAX-FORFEITED LAND BORDERING 
  1.7   PUBLIC WATER; ITASCA COUNTY.] 
  1.8      (a) Notwithstanding Minnesota Statutes, sections 92.45 and 
  1.9   282.018, subdivision 1, and the public sale provisions of 
  1.10  Minnesota Statutes, chapter 282, Itasca county may sell by 
  1.11  private sale the tax-forfeited land, some of which borders 
  1.12  public water, that is described in paragraph (c), under the 
  1.13  remaining provisions of Minnesota Statutes, chapter 282.  
  1.14     (b) The conveyance must be in a form approved by the 
  1.15  attorney general. 
  1.16     (c) Except as provided in paragraph (d), the land to be 
  1.17  conveyed is located in Itasca county and is described as: 
  1.18     (1) Sections 1 to 4 and 9 to 15, Township 56 North, Range 
  1.19  23 West; 
  1.20     (2) Sections 3 to 10, 14 to 18, 20 to 23, and 26 to 29, 
  1.21  Township 56 North, Range 22 West; 
  1.22     (3) Sections 20 to 22 and 27 to 33, Township 57 North, 
  1.23  Range 22 West; and 
  1.24     (4) Sections 25 to 27 and 34 to 36, Township 57 North, 
  1.25  Range 23 West. 
  2.1      (d) The county shall not include in the sale any 
  2.2   tax-forfeited lands lying within the Mesabi Range iron formation 
  2.3   for which the state owns the mineral rights or has a claim 
  2.4   against the mineral rights under provisions of Minnesota 
  2.5   Statutes, section 93.55.  Any lands excluded from sale under 
  2.6   this paragraph may be leased by Itasca county or the state as 
  2.7   provided by law. 
  2.8      (e) The county has determined that the county's land 
  2.9   management interests would best be served if the lands were 
  2.10  returned to private ownership.
