A bill for an act
relating to human services; establishing a family child care pilot program in
Anoka County.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The commissioner of human services shall establish
a pilot program in Anoka County to transfer responsibility for all licensing functions
related to family child care homes to the Department of Human Services.

new text begin Subd. 2. new text end

new text begin Duties. new text end

new text begin (a) In order to be eligible for the pilot program, the county board
in Anoka County must provide the commissioner of human services with written notice
of its intent to begin the pilot program by July 15, 2013.

new text begin (b) If the commissioner of human services receives the notice required in paragraph
(a), the commissioner shall be responsible for providing all services related to licensing of
family child care homes in Anoka County by July 1, 2014. These services include but
are not limited to:

new text begin (1) conducting background studies under Minnesota Statutes, section 245C.04;
new text end

new text begin (2) conducting licensing inspections under Minnesota Statutes, chapter 245A;
new text end

new text begin (3) investigating complaints related to family child care homes; and
new text end

new text begin (4) providing training to family child care providers.
new text end

new text begin (c) Anoka County shall reimburse the commissioner of human services for providing
the services identified in paragraph (b) as follows:

new text begin (1) $310,444 on July 1, 2014;
new text end

new text begin (2) $310,444 on January 15, 2015;
new text end

new text begin (3) $248,356 on July 1, 2015;
new text end

new text begin (4) $248,356 on January 15, 2016;
new text end

new text begin (5) $186,267 on July 1, 2016;
new text end

new text begin (6) $186,267 on January 15, 2017;
new text end

new text begin (7) $124,178 on July 1, 2017;
new text end

new text begin (8) $124,178 on January 15, 2018;
new text end

new text begin (9) $62,089 on July 1, 2018; and
new text end

new text begin (10) $62,089 on January 15, 2019.

new text begin After January 15, 2019, the commissioner of human services shall be responsible for
funding the total cost of providing the services identified in paragraph (b).
