  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $2,500,000 is appropriated from the general fund to the 
  1.8   commissioner of trade and economic development for a grant to 
  1.9   the city of Saint Paul to design and construct a dry basin 
  1.10  holding pond for flood mitigation in the Hoyt Avenue area of 
  1.11  Saint Paul.
