A bill for an act
relating to education; appropriating money for supplemental school bus
transportation grants.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The sum indicated in this section is
appropriated from the coronavirus relief federal fund to the Department of Education for
the fiscal year designated.

new text begin Supplemental school bus transportation grants. new text end

new text begin (a) For supplemental school
bus transportation grants:

new text begin (b) A school district or charter school may apply for a supplemental school bus
transportation grant in the form and manner specified by the commissioner. A school district
or charter school is eligible for a grant if the school district or charter school applies by the
commissioner-determined deadline, if students attending the school fulfill the state's
compulsory attendance laws, and if the school agrees to spend the funds only for allowable
uses as defined in paragraph (c). The commissioner must allocate grant awards equally on
a per-pupil basis to all qualifying applicants.

new text begin (c) A grant award under this section must be used to provide supplemental school bus
transportation services that comply with public health guidance and social distancing
practices. A grant award must be used to supplement not supplant a school district's or
charter school's existing revenue for student transportation.

new text begin Eligible expenditure from the coronavirus relief federal fund. new text end

in this section may be spent until the commissioner of management and budget determines
that the appropriation in this section is an eligible use of the coronavirus relief federal fund.
