A bill for an act
relating to capital improvements; appropriating money for park and trail
improvements in Inver Grove Heights; authorizing the sale and issuance of
state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin INVER GROVE HEIGHTS PARKS AND TRAILS.

new text begin $3,500,000 is appropriated from the bond proceeds fund to the Metropolitan Council
for a grant to the city of Inver Grove Heights for public infrastructure improvements
and land acquisition in and adjacent to the Heritage Village Park, the Mississippi River
Trail, and the Rock Island Swing Bridge. These improvements will include, but are not
limited to, motor vehicle access, utility service, stormwater treatment, and trail and
sidewalk connections.

new text begin This appropriation is not available until the commissioner of management and
budget has determined that at least an equal amount has been committed to the project
from nonstate sources.

Sec. 2. new text begin BOND AUTHORIZATION.

new text begin To provide the money appropriated in section 1 from the bond proceeds fund, the
commissioner of management and budget shall sell and issue bonds of the state in an
amount up to $3,500,000 in the manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.
