A bill for an act
relating to economic development; appropriating money for a grant for mental
health services for the East African community.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION.

new text begin (a) $6,000,000 in fiscal year 2025 is appropriated from the general fund to the
commissioner of employment and economic development for a grant to a business engaged
in outpatient substance abuse and mental health treatment currently conducting operations
to target the East African community in a building or buildings constructed on or before
January 1, 1926, and located in the city of Minneapolis. The grant proceeds may be used
for one or more of the following: site acquisition costs; relocation costs; predesign; design;
sewer, water, and stormwater infrastructure; site preparation; engineering; and the cost of
improvements to real property to allow a withdrawal management facility land use.

new text begin (b) A business selected by the commissioner of employment and economic development
under paragraph (a) must meet the following criteria:

new text begin (1) the business applying for the grant must be a substance use disorder provider on or
before November 1, 2018, and have been certified to provide at least one mental health
service on or before March 1, 2018; and

new text begin (2) the business applying for the grant must currently hold a conditional use permit for
withdrawal management services by the city of Minneapolis prior to August 1, 2023.
