A bill for an act
relating to public safety; requiring a salary increase for state patrol troopers;
appropriating money; amending Laws 2019, First Special Session chapter 3, article
1, sections 2, subdivisions 2, 5; 4, subdivision 2.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Laws 2019, First Special Session chapter 3, article 1, section 2, subdivision 2,
is amended to read:

This appropriation is from the state airports
fund and must be spent according to
Minnesota Statutes, section 360.305,
subdivision 4.
Notwithstanding Minnesota Statutes, section
16A.28, subdivision 6, this appropriation is
available for five years after the year of the
appropriation. If the appropriation for either
year is insufficient, the appropriation for the
other year is available for it.
If the commissioner of transportation
determines that a balance remains in the state
airports fund following the appropriations
made in this article and that the appropriations
made are insufficient for advancing airport
development and assistance projects, an
amount necessary to advance the projects, not
to exceed the balance in the state airports fund,
is appropriated in each year to the
commissioner and must be spent according to
Minnesota Statutes, section 360.305,
subdivision 4. Within two weeks of a
determination under this contingent
appropriation, the commissioner of
transportation must notify the commissioner
of management and budget and the chairs,
ranking minority members, and staff of the
legislative committees with jurisdiction over
transportation finance concerning the funds
appropriated. Funds appropriated under this
contingent appropriation do not adjust the base
for fiscal years 2022 and 2023.

The legislature finds that the state patrol is underfunded and the patrol troopers must be
given a salary increase. The purpose of this bill is to provide an initial onetime salary increase
for state patrol troopers. It is the intent of the legislature that (1) the state patrol trooper
bargaining unit and the commissioner of management and budget agree to a contract by
January 1, 2021, for an increase in trooper salary; (2) the legislature will fully fund salary
increases for patrol troopers as required by a negotiated contract or law; and (3) if a contract
is not agreed to by this date, the legislature will determine an appropriate salary increase
for state patrol troopers.

On July 1, 2020, the commissioner of public safety must increase the salary paid to
patrol troopers by 8.4 percent. For purposes of this section, "patrol troopers" has the meaning
given in Minnesota Statutes, section 299D.03, subdivision 2, paragraph (a).

(a) $258,000 is appropriated in fiscal year 2021 from the general fund to the commissioner
of public safety for the salary increases required by section 5. This is a onetime appropriation.

fund to the commissioner of public safety for the salary increases required by section 5.

commissioner of public safety to recruit, hire, train, equip, and provide salary for 40 troopers.
