A bill for an act
relating to higher education; prohibiting legacy admissions; proposing coding for
new law in Minnesota Statutes, chapter 135A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

AND ADMISSIONS BASED ON DONOR STATUS PROHIBITED.

new text begin (a) For the purpose of this section, "legacy status" means the familial relationship of an
individual applying for admission to an institution of higher education to an alumnus of the
institution.

new text begin (b) No public or private institution of higher education shall provide any manner of
preferential treatment in the admissions decision to any student applicant on the basis of a
student's legacy status or a student's familial relationship to any donor to such institution.
The Board of Regents of the University of Minnesota is requested to comply with this
section.
