A bill for an act
relating to capital investment; appropriating money for construction and renovation
of psychiatric residential treatment facilities.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) $9,750,000 in fiscal year 2021 is appropriated from the general fund to the
commissioner of human services for grants to organizations to develop new psychiatric
residential treatment facilities to serve persons receiving mental health treatment services
under Minnesota Statutes, section 256B.0941. This appropriation is available until June 30,
2025, subject to Minnesota Statutes, section 16A.642.

(b) $5,250,000 in fiscal year 2021 is appropriated from the general fund to the
commissioner of human services for grants to organizations to renovate existing children's
residential treatment facilities so they may be converted for use by persons receiving mental
health treatment services under Minnesota Statutes, section 256B.0941. This appropriation
is available until June 30, 2025, subject to Minnesota Statutes, section 16A.642.

(c) Grant funds may be used to plan, acquire land, predesign, design, construct, renovate,
furnish, and equip facilities. The commissioner shall develop guidelines for organizations
to follow in applying for grants, including:

(1) criteria the commissioner will use to rank projects;

new text begin
(2) information on who will own the facility, operate the services, and the number of
persons to be served;

new text begin
(3) the location of the facility, total project costs, and sources of funding or in-kind goods
and services that will be provided to complete the project;

(4) the capacity of the organization to sustain the facility and services upon completion
of the project; and

(5) any other information the commissioner determines is necessary or useful in allocating
money under this subdivision.

(d) If the commissioner receives requests for projects that meet the program guidelines
but that exceed money available to the commissioner to make grants for the full amount
requested by each applicant, the commissioner may determine whether to reduce grant
amounts among all eligible projects or to fully fund projects in priority order.
