  1.13  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.14                           APPROPRIATIONS 
  1.15  Section 1.  [HIGHER EDUCATION APPROPRIATIONS.] 
  1.16     The sums in the columns marked "APPROPRIATIONS" are 
  1.17  appropriated from the general fund, or other named fund, to the 
  1.18  agencies and for the purposes specified in this article.  The 
  1.19  listing of an amount under the figure "2000" or "2001" in this 
  1.20  article indicates that the amount is appropriated to be 
  1.21  available for the fiscal year ending June 30, 2000, or June 30, 
  1.22  2001, respectively.  "The first year" is fiscal year 2000.  "The

  2.29  Subd. 3.  Farm Business

  2.33  educational and management services to 
  2.34  a greater number of farmers facing 
  2.35  financial hardship in the farm wrap and 
  2.36  farm help network service areas. 
  2.37  Subd. 4.  Urban Teacher     
  2.38  Preparation

  2.40  This is a one-time appropriation for 
  2.41  the development and implementation of 
  2.42  the secondary and early childhood 
  2.43  education components of the program 
  2.44  established by this subdivision. 
  2.45  (a) The board shall offer a program of 
  2.46  teacher preparation leading to 
  2.47  licensure, involving Metropolitan State 
  2.48  University, Inver Hills Community 
  2.49  College, and Minneapolis Community and 
  2.50  Technical College.  The institutions 
  2.51  involved shall enter into an agreement 
  2.52  whereby Inver Hills Community College 
  2.53  and Minneapolis Community and Technical 
  2.54  College shall provide the first two 
  3.1   years of the program, and Metropolitan 
  3.2   State University shall provide the 
  3.3   final two years of the program.  In 
  3.4   fall semester 2000, Minneapolis 
  3.5   Community and Technical College and 
  3.6   Inver Hills Community College shall 
  3.7   offer a preeducation program.  After 
  3.8   development of the program in fiscal 
  3.9   year 2001, Metropolitan State 
  3.10  University shall begin its licensure 
  3.11  program in fall semester 2001.  The 
  3.12  program shall focus on preparing 
  3.13  teachers to meet the specific needs of 
  3.14  urban and inner-ring suburban schools 
  3.15  and shall emphasize significant direct 
  3.16  classroom teaching experience and 
  3.17  mentoring throughout each student's 
  3.18  preparation.  The program may also 
  3.19  focus on the professional development 
  3.20  of pretenure teachers.  Metropolitan 
  3.21  State University, Inver Hills Community 
  3.22  College, and Minneapolis Community and 
  3.23  Technical College are encouraged to 
  3.24  enter into partnerships with urban and 
  3.25  inner-ring suburban schools to provide 
  3.26  for significant involvement of 
  3.27  elementary and secondary teachers in 
  3.28  the mentoring of students enrolled in 
  3.29  the program.  
  3.30  (b) The legislature expects the program 
  3.31  to meet the following enrollment and 
  3.32  graduation targets, contingent on 
  3.33  continued base funding for this program:
  3.34  (1) enroll 125 students in the 
  3.35  preeducation programs in fiscal year 
  3.36  2000, 175 in fiscal year 2001, 250 by 
  3.37  fiscal year 2002, and annually 
  3.38  thereafter; 
  3.39  (2) enroll 100 students in Metropolitan 
  3.40  State University's school of education 
  3.41  by fiscal year 2002, 200 by fiscal year 
  3.42  2003, 350 by fiscal year 2004, 500 by 
  3.43  fiscal year 2005, and annually 
  3.44  thereafter; 
  3.45  (3) graduate 60 licensed teachers by 
  3.46  June 30, 2004; 125 by June 30, 2005; 
  3.47  200 by June 30, 2007, and annually 
  3.48  thereafter; and 
  3.49  (4) at least 50 percent of students 
  3.50  enrolled to be students of color, 50 
  3.51  percent of students to be 
  3.52  first-generation or low-income 
  3.53  students, and 50 percent of students to 
  3.54  have urban backgrounds. 
  3.55  (c) By February 15, 2002, and annually 
  3.56  thereafter, the board of trustees shall 
  3.57  provide a progress report to the chairs 
  3.58  of the higher education finance 
  3.59  divisions of the legislature regarding 
  3.60  the development of the teacher 
  3.61  preparation program.  The annual report 
  3.62  shall include, to the extent 
  3.63  practicable at the time of preparation, 
  3.64  information comparing program outcomes 
  3.65  with the target expectations set forth 
  4.1   in paragraph (b).  The report shall 
  4.2   include feedback from enrolled students 
  4.3   concerning how the program meets their 
  4.4   needs, as well as from cooperating 
  4.5   elementary and secondary schools on how 
  4.6   the students are performing on site. 
  4.7   Subd. 5.  Cook County Higher
  4.8   Education Project                                              
  4.9          -0-             80,000
  4.10  This appropriation is for the Cook 
  4.11  county higher education project for 
  4.12  delivery of educational services 
  4.13  electronically.  The board shall submit 
  4.14  a report in the biennial budget 
  4.15  document on uses of the appropriation.  
  4.16  The report shall include information 
  4.17  regarding the number of students 
  4.18  served, credit hours delivered, other 
  4.19  services provided, strategic direction 
  4.20  of the project, expected future funding 
  4.21  sources, and collaborations with other 
  4.22  organizations. 
  4.23  Sec. 3.  BOARD OF REGENTS OF THE 
  4.24  UNIVERSITY OF MINNESOTA 
  4.25  Subdivision 1.  Total

  4.30  Subd. 2.  Operations and
  4.31  Maintenance 
  4.32  (a) North Star Research Coalition                               
  4.33         -0-         15,000,000
  4.34  This is a one-time appropriation for 
  4.35  the university's contribution to the 
  4.36  North Star Research Coalition.  The 
  4.37  commissioner of finance may not release 
  4.38  this appropriation until the university 
  4.39  presents evidence that a nonprofit 
  4.40  tax-exempt corporation, to be known as 
  4.41  the North Star Research Coalition, in a 
  4.42  form complying with this paragraph, has 
  4.43  been established.  The commissioner 
  4.44  shall release the money appropriated, 
  4.45  as a one-for-one match for money from 
  4.46  nonstate sources, on a quarterly basis, 
  4.47  until the appropriation is expended.  
  4.48  Notwithstanding any law to the 
  4.49  contrary, this appropriation shall not 
  4.50  cancel, but is available until expended.
  4.51  The board of regents is requested to 
  4.52  establish a partnership with private 
  4.53  industry to leverage the university's 
  4.54  research capabilities into economic 
  4.55  development results through the 
  4.56  creation of a nonprofit tax-exempt 
  4.57  corporation to be known as the North 
  4.58  Star Research Coalition.  The money for 
  4.59  projects funded under this initiative 
  4.60  must be used to fund research projects 
  5.1   consistent with priorities established 
  5.2   by the partnership, purchase equipment 
  5.3   for research laboratories, and 
  5.4   establish endowed faculty chairs in the 
  5.5   area of technology-based research. 
  5.6   The coalition may fund research 
  5.7   projects that establish collaborative 
  5.8   research efforts among the University 
  5.9   of Minnesota and the private sector, 
  5.10  the Mayo Clinic, nonprofit research 
  5.11  institutes, or the Minnesota state 
  5.12  colleges and universities. 
  5.13  The duties of the coalition include: 
  5.14  (1) identifying technology-based 
  5.15  research projects that have the 
  5.16  potential to create significant 
  5.17  opportunities for economic development 
  5.18  and industrial growth in the state; 
  5.19  (2) strengthening the university's 
  5.20  research capabilities in subject areas 
  5.21  associated with emerging 
  5.22  technology-based industries; 
  5.23  (3) expanding the research capacity of 
  5.24  the university through the creation of 
  5.25  opportunities for the university to 
  5.26  assist private enterprises in emerging 
  5.27  technology-based industries; 
  5.28  (4) promoting the transfer of 
  5.29  technology from the research laboratory 
  5.30  to commercial application by 
  5.31  businesses; 
  5.32  (5) developing application procedures 
  5.33  for, reviewing, and prioritizing 
  5.34  research projects seeking funding under 
  5.35  this initiative; and 
  5.36  (6) creating opportunities for 
  5.37  collaborative research opportunities 
  5.38  among the University of Minnesota, the 
  5.39  Mayo Clinic, nonprofit research 
  5.40  institutes, and the Minnesota state 
  5.41  colleges and universities. 
  5.42  The board shall have the authority to 
  5.43  allocate state and nonstate money to 
  5.44  projects. 
  5.45  The incorporating documents of the 
  5.46  North Star Research Coalition must 
  5.47  provide for representation of 
  5.48  university and private sector interests 
  5.49  on the coalition's board of directors 
  5.50  and provide that changes in the 
  5.51  governance structure require a super 
  5.52  majority of the board.  The board 
  5.53  consists of 12 members.  Six shall be 
  5.54  appointed by the board of regents of 
  5.55  the University of Minnesota and need 
  5.56  not be affiliated with the university.  
  5.57  The initial six members representing 
  5.58  the private sector shall be appointed 
  5.59  by the governor.  Subsequent members 
  5.60  representing the private sector shall 
  5.61  be appointed by the incumbent members.  
  6.1   Private sector members of the board 
  6.2   must have expertise in the technology 
  6.3   research needs of the state and not be 
  6.4   affiliated with the university. 
  6.5   (b) Duluth; Child Care                                         
  6.6          -0-            220,000
  6.7   To provide for child care in the newly 
  6.8   renovated Kirby Center. 
  6.9   Subd. 3.  Special           
  6.10  Appropriation                                                  
  6.11  Agricultural Rapid Response Fund
  6.12         -0-            600,000
  6.13  This appropriation is for the rapid 
  6.14  agricultural response fund.  The 
  6.15  university shall report on the uses of 
  6.16  this appropriation in the biennial 
  6.17  budget document.  This appropriation is 
  6.18  added to the appropriation in Laws 
  6.19  1999, chapter 214, article 1, section 
  6.20  4, subdivision 5, paragraph (a). 
  6.21     Sec. 4.  Minnesota Statutes 1998, section 136A.125, is 
  6.22  amended by adding a subdivision to read: 
  6.23     Subd. 4c.  [SURPLUS FUNDS.] Any projected surplus 
  6.24  appropriation in the child care grant program in the first year 
  6.25  of a biennium shall be used to augment the maximum award in 
  6.26  subdivision 4 in the second year of the biennium. 
  6.27     Sec. 5.  Laws 1999, chapter 214, article 1, section 4, 
  6.28  subdivision 2, is amended to read: 
  6.29  Subd. 2.  Operations and

  6.33  The legislature estimates that 
  6.34  instructional expenditures will be 
  6.35  $461,521,000 in the first year and 
  6.36  $484,679,000 in the second year. 
  6.37  The legislature estimates that 
  6.38  noninstructional expenditures will be 
  6.39  $202,367,000 in the first year and 
  6.40  $201,717,000 in the second year.  
  6.41  By January 30, 2000, the University 
  6.42  shall submit to the governor and the 
  6.43  legislature a master academic plan for 
  6.44  the Rochester region that clearly 
  6.45  defines the academic needs of the 
  6.46  region, short and long-term plans to 
  6.47  address those needs including the 
  6.48  designation of responsibility among the 
  6.49  partner institutions, short and 
  6.50  long-term demographic and enrollment 
  6.51  projections, physical plant capacity 
  7.1   and needs, and a delineation of 
  7.2   missions among the partner institutions 
  7.3   to avoid competition and duplication. 
  7.4   Notwithstanding Minnesota Statutes 
  7.5   1998, section 137.022, subdivision 4, 
  7.6   in fiscal year 2001 the first $200,000 
  7.7   of permanent university fund income 
  7.8   from royalties for mining under state 
  7.9   mineral leases designated for the 
  7.10  natural resources research institute 
  7.11  shall be allocated by the board of 
  7.12  regents to the department of landscape 
  7.13  architecture to develop a long-range 
  7.14  plan for the reclamation of taconite 
  7.15  mining lands.  The board shall allocate 
  7.16  the money only if an equal or greater 
  7.17  amount of matching money from nonstate 
  7.18  sources has been pledged to support the 
  7.19  project by June 30, 2000 in increments 
  7.20  of $50,000 as each $50,000 is matched 
  7.21  by nonstate sources, provided that no 
  7.22  money may be allocated after June 30, 
  7.23  2001. 
  7.24  The University of Minnesota academic 
  7.25  health center, after consultation with 
  7.26  the health care community and medical 
  7.27  education and research costs advisory 
  7.28  committee, shall report by January 15, 
  7.29  2000, to the higher education finance 
  7.30  committees on the strategic direction 
  7.31  of its health professional programs.  
  7.32  The plans shall include a programmatic 
  7.33  and financial model for health 
  7.34  professional education that will meet 
  7.35  the state's future workforce needs, 
  7.36  maintain the integrity of the education 
  7.37  process, provide an appropriate level 
  7.38  of ongoing financial support, and 
  7.39  provide a framework for the health 
  7.40  community and academic health center to 
  7.41  work together in meeting the health 
  7.42  needs of the state.  The academic 
  7.43  health center is requested to provide 
  7.44  the report also to the commissioner of 
  7.45  health and the legislative commission 
  7.46  on health care access. 
  7.47     Sec. 6.  [REPEALER.] 
  7.48     Minnesota Rules, parts 4830.9005, 4830.9010, 4830.9015, 
  7.49  4830.9020, and 4830.9030, are repealed.
