A bill for an act
relating to transportation; appropriating money for an alternatives analysis of transit
service in the marked Trunk Highway 55 corridor from Medina to Minneapolis.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MARKED TRUNK HIGHWAY 55 HIGHWAY BUS RAPID TRANSIT;
APPROPRIATION.

new text begin (a) $....... in fiscal year 2021 is appropriated from the general fund to the Metropolitan
Council for an alternatives analysis of transit service improvement in the marked Trunk
Highway 55 corridor from Medina to downtown Minneapolis. At a minimum, the analysis
must:

new text begin (1) include options for highway bus rapid transit service; and
new text end

new text begin (2) specify a locally preferred alternative.
new text end

new text begin (b) The council must ensure that the analysis conforms with federal requirements as
necessary for project eligibility under the New Starts or Small Starts program.

new text begin (c) Following or in conjunction with the alternatives analysis, the appropriation is
available for project development, including environmental analysis, predesign, design,
preliminary engineering, and land acquisition. This is a onetime appropriation.
