A bill for an act
relating to workforce development; appropriating money for a health care simulation
training center in southeast Minnesota; requiring reports.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $11,100,000 in fiscal year 2023 is appropriated from the general fund to the
commissioner of employment and economic development for a grant to Greater Rochester
Advocates for Universities and Colleges (GRAUC), a collaborative organization representing
health care, business, workforce development, and higher education institutions for the
direct and indirect expenses of establishing a state of the art simulation center for training
health care workers in southeast Minnesota. Once established, this center must be
self-sustaining through user fees. Eligible expenses include design of the center, purchase
of equipment, lease and remodeling of space, developing and providing training, and
operations costs. This is a onetime appropriation.

new text begin (b) By January 15, 2024, GRAUC must submit a report, including an independent
financial audit of the use of grant funds, to the chairs and ranking minority members of the
committees of the house of representatives and the senate having jurisdiction over higher
education and economic development. The report must include details on the training
provided at the simulation center, including the names of all organizations who use the
center for training, the number of individuals each trained, and the type of training provided.
