  1.1                          A bill for an act 
  1.2             relating to education; establishing a task force on 
  1.3             school governance and management. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [TASK FORCE ON SCHOOL GOVERNANCE AND 
  1.6   MANAGEMENT.] 
  1.7      Subdivision 1.  [ESTABLISHMENT.] The task force on school 
  1.8   governance and management is established to examine the existing 
  1.9   constitutional and statutory provisions that dictate the 
  1.10  governance responsibilities and authority of the respective 
  1.11  components of the state's public education system. 
  1.12     Subd. 2.  [MEMBERSHIP; STAFFING.] (a) The task force on 
  1.13  school governance and management must be composed of nine 
  1.14  members, with three members appointed by the governor, three 
  1.15  members appointed by the speaker of the house of 
  1.16  representatives, and three members appointed by the subcommittee 
  1.17  on committees of the senate committee on rules and 
  1.18  administration.  Members should represent the business 
  1.19  community, education stakeholders, parents, or other interested 
  1.20  community members. 
  1.21     (b) The executive branch through the office of the governor 
  1.22  shall make staff available to assist the task force. 
  1.23     Subd. 3.  [REPORT.] (a) The task force on school governance 
  1.24  and management must report to the governor and the kindergarten 
  2.1   through grade 12 education committees of the house and senate no 
  2.2   later than December 1, 2000. 
  2.3      (b) The task force must do the following: 
  2.4      (1) identify any governance or organizational barriers that 
  2.5   inhibit or preclude school districts from: 
  2.6      (i) ensuring all students meet state and local graduation 
  2.7   standards; 
  2.8      (ii) ensuring instructional programs are available to meet 
  2.9   individual student's academic needs; 
  2.10     (iii) making efficient changes in instructional and 
  2.11  noninstructional program and service delivery; and 
  2.12     (iv) delegating instructional and general operating 
  2.13  decision-making to the school level; and 
  2.14     (2) make recommendations regarding the statutory changes 
  2.15  needed to enable school districts to: 
  2.16     (i) continuously identify changes to meet the needs of 
  2.17  student cohorts; 
  2.18     (ii) provide a variety of instructional opportunities to 
  2.19  meet individual student needs; 
  2.20     (iii) measure individual student academic achievement; and 
  2.21     (iv) modify or expand instructional programs if student 
  2.22  achievement does not meet expectations. 
  2.23     Subd. 4.  [EXPIRATION.] The task force on school governance 
  2.24  and management expires on December 31, 2000. 
  2.25     Sec. 2.  [EFFECTIVE DATE.] 
  2.26     Section 1 is effective the day following final enactment.
