  1.1                          A bill for an act 
  1.2             relating to insurance; permitting reductions in 
  1.3             certain insurance-related assessments; continuing 
  1.4             state funding for the Minnesota comprehensive health 
  1.5             association; repealing the sunset on current 
  1.6             provisions specifying the relationship between medical 
  1.7             assistance and the Minnesota comprehensive health 
  1.8             association; appropriating money; repealing Laws 1997, 
  1.9             chapter 225, article 6, section 8. 
  1.10  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.11     Section 1.  [APPROPRIATION; MINNESOTA COMPREHENSIVE HEALTH 
  1.12  ASSOCIATION.] 
  1.13     $70,000,000 is appropriated to the commissioner of commerce 
  1.14  from the health care access account for the 2000-2001 biennium. 
  1.15  Of this appropriation, $15,000,000 in fiscal year 2000 and 
  1.16  $15,000,000 in fiscal year 2001 shall be disbursed to the 
  1.17  Minnesota comprehensive health association to offset the annual 
  1.18  assessments for calendar years 2000 and 2001 that are required 
  1.19  to be paid by each contributing member under Minnesota Statutes, 
  1.20  section 62E.11.  The remaining $20,000,000 in fiscal year 2000 
  1.21  and $20,000,000 in fiscal year 2001 shall be disbursed to the 
  1.22  Minnesota comprehensive health association as needed to offset 
  1.23  50 percent of the annual assessments that would otherwise be 
  1.24  necessary for calendar years 2000 and 2001 after payment of the 
  1.25  $15,000,000 annual amounts described above.  
  1.26     Sec. 2.  [REPEALER.] 
  1.27     Laws 1997, chapter 225, article 6, section 8, is repealed 
  2.1   effective the day following final enactment.
