A bill for an act
relating to capital investment; appropriating money for a public health facility in
Ramsey County; authorizing the sale and issuance of state bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$10,500,000 is appropriated from the bond proceeds
fund to the commissioner of employment and economic development for a grant to Ramsey
County to design, construct, furnish, and equip a public health clinical services building for
Ramsey County and Minnesota residents. The project must renovate an existing building
at an alternate location, or construct a building at a new site, for essential public health
clinical and supportive services focused on infectious disease control, at a location that
provides easy access through parking and public transportation. The final public health
services facility must provide approximately 45,000 square feet of clinic space to be occupied
by St. Paul-Ramsey County Public Health clinical programs and approximately 15,000
square feet of hub or partner space to provide related client services, including services
provided by other Ramsey County departments, for community health and wellness.

To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $10,500,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
