A bill for an act
relating to higher education; providing funding for higher education; establishing
the equity in postsecondary attainment grant; increasing operating support;
funding cybersecurity, health restoration, and healthy Minnesota initiatives;
requiring a report; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

agencies and for the purposes specified in this article. The appropriations are from the
general fund, or another named fund, and are available for the fiscal years indicated
for each purpose. The figures "2016" and "2017" used in this article mean that the
appropriations listed under them are available for the fiscal year ending June 30, 2016, or
June 30, 2017, respectively. "The first year" is fiscal year 2016. "The second year" is fiscal
year 2017. "The biennium" is fiscal years 2016 and 2017.

in which dental students provide patient care
as part of their clinical education and training
under the supervision of faculty dentists.

University Health Care Clinic to focus

Program to lessen oral health disparities
while also meeting the state's overall demand
for more dentists. The base for this program
in fiscal year 2018 and later is $1,250,000.

COSTS.

new text begin The appropriation made by Laws 2015, chapter 69, article 1, section 3, subdivision
18, paragraph (c), for fiscal year 2017 for information technology and administrative costs
is available on the effective date of this section and until June 30, 2017.

Sec. 6. new text begin EQUITY IN POSTSECONDARY ATTAINMENT GRANTS.

new text begin The equity in postsecondary attainment grant
program is established to support postsecondary student retention and completion through
programs utilizing research-based best practices. The commissioner of the Office of
Higher Education shall award grants under this section to postsecondary institutions or
other organizations deemed appropriate by the commissioner under criteria developed
under subdivision 2.

new text begin Application process and criteria. new text end

new text begin (a) The commissioner of the Office
of Higher Education shall develop a grant application process and criteria, including the
establishment of matching requirements reflective of institutional commitment.
new text end

new text begin (b) A grant application must include at least:
new text end

new text begin (1) a description of the characteristics of the students to be served and documentation
of the campus need for services;
new text end

new text begin (2) a description of the services to be provided and a timeline for implementation of
the activities;
new text end

new text begin (3) the research-based best practices proven effective in closing attainment gaps for
the students identified under clause (1) to be implemented;
new text end

new text begin (4) a description of how the services will advance postsecondary retention and
postsecondary completion and be aligned with preparing postsecondary students for state
workforce needs;
new text end

new text begin (5) a description of how the services will be evaluated to determine whether the
program objectives and goals are met;
new text end

new text begin (6) a three-year proposed budget consistent with the grant structure in subdivision 3,
including requested grant funding for each year and the amount and source of matching
funds proposed for each year;

new text begin (7) a plan for sustaining the program after the grant funding ends; and
new text end

new text begin (8) other information as identified by the commissioner.

new text begin Grant structure. new text end

new text begin A postsecondary institution or other organization may
receive up to three years of funding under the grant program according to either of these
structures:

new text begin (1) a first-year award for full funding of program implementation and a
match-required award for years two and three to continue support for program
implementation; or
new text end

new text begin (2) a first-year award for costs associated with refinement of a program
implementation plan and a match-required award for years two and three to support
program implementation.

new text begin Outcome reports. new text end

new text begin Each grant recipient must annually submit a report
to the Office of Higher Education delineating its program and student goals, activities
implemented, best practice program outcomes, and specific student outcomes resulting
from grant implementation. The report's description of impacts on students must include
but is not limited to information on:

new text begin (1) demographic characteristics of students served;
new text end

new text begin (2) course taking and grade point average of participating students;
new text end

new text begin (3) persistence and retention rates of participating students; and
new text end

new text begin (4) graduation rates of participating students.

new text begin To the extent possible, the report must break down outcomes by race and ethnicity.

new text begin Legislative report. new text end

new text begin No later than January 1 of each year, the commissioner
shall submit a report to the legislative committees with jurisdiction over higher education
policy and finance regarding the grant recipients and their activities. The report shall
include information about the students served, the institutions and organizations providing
services, program goals and activities, program outcomes, program revenue sources,
and total funding levels.
