  1.1                          A bill for an act 
  1.2             relating to education; directing the department of 
  1.3             children, families, and learning to study the efficacy 
  1.4             of American Indian education programs.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND LEARNING 
  1.7   STUDY OF AMERICAN INDIAN EDUCATION PROGRAMS.] 
  1.8      Subdivision 1.  [STUDY REQUIRED; PROGRAMS SPECIFIED.] The 
  1.9   department of children, families, and learning must study the 
  1.10  American Indian education programs as described in this section 
  1.11  and submit a composite written report by February 1, 2003, to 
  1.12  the committees in the state legislature charged with 
  1.13  kindergarten through grade 12 education finance or policy. 
  1.14     Subd. 2.  [TRIBAL CONTRACT SCHOOLS.] The department must 
  1.15  collect and analyze the following data on tribal contract 
  1.16  schools:  students' graduation rates; the type, number, and 
  1.17  frequency of achievement tests administered to the students and 
  1.18  the students' results on those tests; students' diagnosed 
  1.19  educational needs; number of enrolled students in out-of-home 
  1.20  placements; number of students declared habitual or continuing 
  1.21  truants; and participation and completion rates and documented 
  1.22  results of programs to address students' alcohol and drug use. 
  1.23     Subd. 3.  [MINNESOTA INDIAN SCHOLARSHIP PROGRAM.] The 
  1.24  department must collect and analyze the following data on the 
  1.25  Minnesota Indian scholarship program:  the graduation rates of 
  2.1   award recipients; the declared majors or programs of study of 
  2.2   award recipients; the number of award recipients who pursue post 
  2.3   baccalaureate study; the academic and employment experience of 
  2.4   award recipients two years after graduating from a 
  2.5   post-secondary institution; and the amount of program funding 
  2.6   expended on administrative costs. 
  2.7      Subd. 4.  [AMERICAN INDIAN LANGUAGE AND CULTURE EDUCATION 
  2.8   AND INDIAN EDUCATION EXCELLENCE PROGRAMS.] The department must 
  2.9   collect and analyze the following data on the American Indian 
  2.10  language and culture education and Indian education excellence 
  2.11  programs:  curricular content; the type, number, and frequency 
  2.12  of achievement tests administered to participating students and 
  2.13  the students' results on those tests; students' diagnosed 
  2.14  educational needs; the rates at which participating students 
  2.15  transfer between schools, programs, or districts; and the amount 
  2.16  of program funding expended on administrative costs. 
  2.17     [EFFECTIVE DATE.] This section is effective the day 
  2.18  following final enactment.
