A bill for an act
relating to education; directing the Professional Educators Licensing and Standards
Board to adopt standards for dual enrollment instruction endorsement; amending
Minnesota Statutes 2018, section 122A.09, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2018, section 122A.09, is amended by adding a subdivision
to read:

new text begin Endorsement; dual enrollment instruction. new text end

new text begin The Professional Educators
Licensing and Standards Board must issue an endorsement for dual enrollment instruction
to a qualified candidate. To qualify for an endorsement, a high school teacher licensed in a
content-specific field must have a master's degree or higher or have obtained at least 18
graduate credit hours in the academic discipline or subfield in which they teach. The board
may substitute tested experience in the academic discipline or subfield for all or part of an
earned credential. The board must adopt standards for this endorsement, including acceptable
tested experience, in consultation with eligible public postsecondary institutions participating
in course agreements under section 124D.09, subdivision 10. The endorsement constitutes
a change in the teacher's license that allows the teacher to teach postsecondary courses in
the school's dual credit program under section 124D.09, subdivision 10, at a high school
without need for additional preparation or supervision.
