  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [SOUTHWEST TELECOMMUNICATIONS COOPERATIVE.] 
  1.7      $2,000,000 is appropriated in fiscal year 1999 from the 
  1.8   general fund to the commissioner of children, families, and 
  1.9   learning for a grant to Southwest Telecommunications Cooperative 
  1.10  to establish a fiber-optics-based telecommunications network 
  1.11  from the city of Jackson to the city of Marshall to link the 
  1.12  three existing kindergarten to grade 12 telemedia networks.
