  1.1                          A bill for an act 
  1.2             relating to human services; increasing the number of 
  1.3             demonstration sites for people with disabilities; 
  1.4             amending Minnesota Statutes 1997 Supplement, section 
  1.5             256B.77, subdivision 5, and by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1997 Supplement, section 
  1.8   256B.77, subdivision 5, is amended to read: 
  1.9      Subd. 5.  [DEMONSTRATION SITES.] The commissioner shall 
  1.10  designate up to two three demonstration sites with the approval 
  1.11  of the county authority.  One of the demonstration sites shall 
  1.12  be in Itasca county.  Demonstration sites may include one county 
  1.13  or a multicounty group.  At least one of the sites shall 
  1.14  implement a model specifically addressing the needs of eligible 
  1.15  individuals with physical disabilities.  The Itasca county 
  1.16  demonstration site shall address the needs of eligible 
  1.17  individuals with any disability.  By February 1, 1998, the 
  1.18  commissioner and the county authorities shall submit to the 
  1.19  chairs of the senate committee on health and family security and 
  1.20  the house committee on health and human services a phased 
  1.21  enrollment plan to ensure an orderly transition which protects 
  1.22  the health and safety of enrollees and ensures continuity of 
  1.23  services. 
  1.24     Sec. 2.  Minnesota Statutes 1997 Supplement, section 
  1.25  256B.77, is amended by adding a subdivision to read: 
  2.1      Subd. 27.  [ITASCA COUNTY PROJECT ABLE.] Services provided 
  2.2   by Itasca county's demonstration site shall be provided by 
  2.3   Project Able and include services for all disabilities.  Itasca 
  2.4   county is exempt from the requirements in subdivision 9, 
  2.5   paragraph (c).  Project Able or another service delivery 
  2.6   organization designated by Itasca county shall be the exclusive 
  2.7   service delivery organization.
