A bill for an act
relating to environment; requiring cancellation of certain appropriations to penalize
late reporting.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

By February 1 each year, the director of
the Legislative Reference Library must certify to the commissioner of management and
budget the cumulative number of days that the Pollution Control Agency, the Department
of Natural Resources, and the Board of Water and Soil Resources, respectively, submitted
legally required reports after the applicable due date during the previous calendar year.

Upon receipt of a certification under subdivision
1, the commissioner of management and budget must cancel each agency's current fiscal
year general fund appropriation in an amount equal to the number of cumulative late days
reported for that agency under subdivision 1, multiplied by $10,000.

By February 15 each year, the commissioner of management and
budget must report to the chairs and ranking minority members of the house of representatives
and senate committees and divisions having jurisdiction over environment and natural
resources finance actions taken under subdivision 2.
