A bill for an act
relating to economic development; providing assistance for small business
development; appropriating money; amending Minnesota Statutes 2006, section
116J.68, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2006, section 116J.68, is amended by adding a
subdivision to read:

new text begin Each small business development center must complete a
strategic planning process to better match client needs and services. At a minimum,
the planning process must identify the types of businesses and entrepreneurs the small
business development center is best able to serve and the types of services it is most
qualified to provide. Each small business development center must share its strategic
focus with its partners throughout its service area.

Sec. 2. new text begin APPROPRIATIONS; SMALL BUSINESS DEVELOPMENT.

new text begin (a) $577,000 is appropriated from the general fund to the commissioner of
employment and economic development for fiscal year 2009 for the small business
development centers (SBDC) under Minnesota Statutes, section 116J.68, to expand the
services offered, including expanded consulting services, improvement of online services
and information, and enhanced marketing of the services of the small business centers,
and to achieve SBDC technology accreditation under paragraph (b). $577,000 each year is
added to the department's base for the small business development centers beginning in
fiscal year 2010. Appropriations in this section are in addition to appropriations for the
same purpose in Laws 2007, chapter 135.

new text begin (b) Minnesota small business development centers must seek technology
accreditation according to the Association of Small Business Development Centers
(ASBDC) technology accreditation standards. The accreditation process must be
completed within one year of the effective date of this act.
