  1.1                          A bill for an act 
  1.2             relating to state lands; authorizing the conveyance of 
  1.3             tax-forfeited land bordering on public waters to the 
  1.4             city of Mankato for no consideration; authorizing sale 
  1.5             of certain tax-forfeited lands that border public 
  1.6             water or natural wetlands in Cass county; authorizing

  1.14            Lacs county; authorizing private sale of certain state 
  1.15            lands to wild rice lessees. 
  1.16  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.17     Section 1.  [CONVEYANCE OF TAX-FORFEITED LAND BORDERING ON 
  1.18  PUBLIC WATERS; BLUE EARTH COUNTY.] 
  1.19     Subdivision 1.  [CONVEYANCE.] (a) Notwithstanding Minnesota 
  1.20  Statutes, chapter 282 and section 92.45, Blue Earth county may 
  1.21  convey to the city of Mankato for no consideration the 
  1.22  tax-forfeited land bordering on public waters that is described 
  1.23  in subdivision 2. 
  1.24     (b) The conveyance must be in a form approved by the 
  1.25  attorney general and provide that the land reverts to the state 
  1.26  if the city stops using the land for public recreational 
  1.27  purposes. 
  1.28     (c) The county has determined that it is in the public's 
  1.29  best interest to convey the parcel to the city of Mankato for 
  1.30  use in connection with the North Minnesota River Trail. 
  2.1      Subd. 2.  [DESCRIPTION.] The parcel of land that may be 
  2.2   conveyed is located in Blue Earth county and is described as: 
  2.3      That part of Government Lot 4 in Section 7, Township 108, 
  2.4      North Range 26 West, Blue Earth County, Minnesota, being 
  2.5      bounded by the following described lines: 
  2.6      On the North by the south line of a plat entitled Mankato 
  2.7      City and its westerly extension; On the South by the north 
  2.8      line of a plat entitled City of Mankato; On the East by the 
  2.9      westerly right-of-way line of the abandoned Union Pacific 
  2.10     Railroad Company; and On the West by the Minnesota River. 
  2.11     Containing 2.84 acres, more or less.  
  2.12     Sec. 2.  [SALE OF TAX-FORFEITED LAND BORDERING ON PUBLIC 
  2.13  WATER OR INCLUDING WETLANDS; CASS COUNTY.] 
  2.14     Subdivision 1.  [SALE REQUIREMENTS.] (a) Notwithstanding 
  2.15  Minnesota Statutes, sections 92.45, 103F.535, and 282.018, 
  2.16  subdivision 1, Cass county may sell the tax-forfeited lands 
  2.17  bordering public water or natural wetlands that are described in 
  2.18  subdivision 2, under the remaining provisions of Minnesota 
  2.19  Statutes, chapter 282. 
  2.20     (b) The conveyances must be in a form approved by the 
  2.21  attorney general. 
  2.22     Subd. 2.  [DESCRIPTIONS.] The parcels of land that may be 
  2.23  conveyed are described in paragraphs (a) and (b). 
  2.24     (a) The lands described in clauses (1) and (2) must be sold 
  2.25  under the alternate sale provisions in Minnesota Statutes, 
  2.26  section 282.01, subdivision 7a: 
  2.27     (1) that part of Lot 13 Lying South of the North line of 
  2.28  139-26, Sabin's Northburn Acres, Crooked Lake Township (PIN 
  2.29  12-371-0130); and 
  2.30     (2) Government Lot 1, Section 7-137-29, Wilson Township 
  2.31  (PIN 50-007-2201). 
  2.32     (b) The lands described in clauses (1) to (4) must be sold 
  2.33  as provided in subdivision 1: 
  2.34     (1) Outlot C, First Addition to Village of East Gull Lake 
  2.35  Section 17-134-29 (PIN 87-369-0141); 
  2.36     (2) Lot 3 Wedgewoods, Section 13-141-28, Kego Township (PIN 
  3.1   19-379-0030); 
  3.2      (3) Lots 4 & 5, Block 12, Forbes Addition to Pine River, 
  3.3   Section 31-138-29 (PIN 94-349-1260); and 
  3.4      (4) Lot 6, Block 2, Riverside, Section 6-137-29, Wilson 
  3.5   Township (PIN 50-358-0230). 
  3.6      (c) The county has determined that the county's land 
  3.7   management interests would best be served if the lands were 
  3.8   returned to private ownership. 
  3.9      Sec. 3.  [SALE OF TAX-FORFEITED LAND; CROW WING COUNTY.] 
  3.10     (a) Notwithstanding Minnesota Statutes, sections 92.45 and 
  3.11  282.018, subdivision 1, Crow Wing county may sell the 
  3.12  tax-forfeited land bordering public water that is described in 
  3.13  paragraph (c), under the remaining provisions of Minnesota 
  3.14  Statutes, chapter 282. 
  3.15     (b) The conveyance must be in a form approved by the 
  3.16  attorney general. 
  3.17     (c) The land that may be conveyed is located in Crow Wing 
  3.18  county and is described as: 
  3.19     (1) Central Addition No. 2 to Crosby, Lot 1, Block 3; 
  3.20     (2) East 100 feet of West 1000 feet of Government Lot 4, 
  3.21  Section 6, Township 136 North, Range 26 West; and 
  3.22     (3) Seventeenth Addition to Breezy Point Estates to the 
  3.23  City of Breezy Point, Lot 98. 
  3.24     (d) The county has determined that the county's land 
  3.25  management interests would best be served if the lands were 
  3.26  returned to private ownership. 
  3.27     Sec. 4.  [SALE OF TAX-FORFEITED LAND; BECKER COUNTY.] 
  3.28     (a) Notwithstanding Minnesota Statutes, sections 92.45 and 
  3.29  282.018, subdivision 1, Becker county may sell the tax-forfeited 
  3.30  land bordering public water that is described in paragraph (c), 
  3.31  under the remaining provisions of Minnesota Statutes, chapter 
  3.32  282. 
  3.33     (b) The conveyance must be in a form approved by the 
  3.34  attorney general. 
  3.35     (c) The land to be conveyed is located in Becker county and 
  3.36  is described as: 
  4.1      (1) That part of Government Lot 5 of Section 14, Township 
  4.2   138 North, Range 43 West, described as follows: 
  4.3      Commencing at a cast iron monument which designates the 
  4.4   northwest corner of said Government Lot 5; thence South 04 
  4.5   degrees 17 minutes 38 seconds East 1786.20 feet on an assumed 
  4.6   bearing along the west line of said Section 14 to the point of 
  4.7   beginning; thence continuing South 04 degrees 17 minutes 38 
  4.8   seconds East 220.00 feet along the west line of said Section 14; 
  4.9   thence South 68 degrees 32 minutes 38 seconds East 100 feet, 
  4.10  more or less, to the water's edge of Big Cormorant Lake; thence 
  4.11  northerly along the water's edge of said Big Cormorant Lake to 
  4.12  the intersection with a line which bears South 68 degrees 32 
  4.13  minutes 38 seconds East from the point of beginning; thence 
  4.14  North 68 degrees 32 minutes 38 seconds West 25 feet, more or 
  4.15  less, to an iron monument; thence continuing North 68 degrees 32 
  4.16  minutes 38 seconds West 61.91 feet to an iron monument; thence 
  4.17  continuing North 68 degrees 32 minutes 38 seconds West 86.02

  4.20     (2) A Twelve Hundredths (0.12) acre lakeshore tract of land 
  4.21  in Government Lot One of Section 34, Township 138 North, Range 
  4.22  43 West described as follows:  Beginning at a point that bears 
  4.23  South 50 degrees 7 minutes West 536.5 feet and South 62 degrees 
  4.24  36 minutes West 102 feet from the Northeast corner (Meander 
  4.25  Corner #45) of the said Government Lot One; thence running South 
  4.26  62 degrees 36 minutes West 51.0 feet; thence North 37 degrees 58 
  4.27  minutes West 106.4 feet to an iron stake on the shore line of 
  4.28  Lake Ida; thence North 62 degrees 36 minutes East 50.0 feet 
  4.29  along the shore line of Lake Ida; thence South 38 degrees 30 
  4.30  minutes East 106.6 feet to the point of beginning and there 
  4.31  terminating;

  5.2   iron monument which designates the south quarter corner of said 
  5.3   Section 6; thence South 88 degrees 37 minutes 43 seconds West 
  5.4   237.00 feet on an assumed bearing along the south line of said 
  5.5   Section 6; thence North 01 degree 36 minutes 59 seconds West 
  5.6   145.37 feet parallel with the north-south quarter line of said 
  5.7   Section 6 to the northerly right of way line of County State Aid 
  5.8   Highway No. 6, said point is the point of beginning:  thence 
  5.9   continuing North 01 degree 36 minutes 59 seconds West parallel 
  5.10  with said north-south quarter line to the intersection with the 
  5.11  southerly line of Outlot C or its easterly extension, said 
  5.12  Outlot C is a part of the plat of SUMMER ISLAND which is on file 
  5.13  and of record in the office of the Recorder of said county;

  5.31     (d) The county has determined that the county's land 
  5.32  management interests would best be served if the lands were 
  5.33  returned to private ownership. 
  5.34     Sec. 5.  [SALE OF TAX-FORFEITED LAND; AITKIN COUNTY.] 
  5.35     (a) Notwithstanding Minnesota Statutes, sections 92.45 and 
  5.36  282.018, subdivision 1, Aitkin county may sell the tax-forfeited 
  6.1   land bordering public water that is described in paragraph (c), 
  6.2   under the remaining provisions of Minnesota Statutes, chapter 
  6.3   282. 
  6.4      (b) The conveyance must be in a form approved by the 
  6.5   attorney general. 
  6.6      (c) The land to be conveyed is located in Aitkin county and 
  6.7   is described as: 
  6.8      (1) Lots 4 and 5, Block 1, Plat of Blackrock Woods, City of 
  6.9   Aitkin; and 
  6.10     (2) Undivided 1/35 interest in Lot 5, Plat of Bakke's 
  6.11  Woodland Beach, Township 44 North, Range 25 West, Section 29. 
  6.12     (d) The county has determined that the county's land 
  6.13  management interests would best be served if the lands were 
  6.14  returned to private ownership. 
  6.15     Sec. 6.  [SALE OF TAX-FORFEITED LAND; MILLE LACS COUNTY.] 
  6.16     (a) Notwithstanding Minnesota Statutes, sections 92.45 and 
  6.17  282.018, subdivision 1, Mille Lacs county may sell the 
  6.18  tax-forfeited land bordering public water that is described in 
  6.19  paragraph (c), under the remaining provisions of Minnesota 
  6.20  Statutes, chapter 282. 
  6.21     (b) The conveyance must be in a form approved by the 
  6.22  attorney general. 
  6.23     (c) The land must be sold under the alternate sale 
  6.24  procedures in Minnesota Statutes, section 282.01, subdivision 
  6.25  7a, and is located in Mille Lacs county, consists of about .29 
  6.26  acres, and is described as: 
  6.27     Government Lot No. 2, Section 2, Township 42 North, Range 
  6.28  27 West. 
  6.29     (d) The county has determined that the county's land 
  6.30  management interests would best be served if the lands were 
  6.31  returned to private ownership. 
  6.32     Sec. 7.  [SALE OF STATE LANDS TO WILD RICE LESSEES.] 
  6.33     (a) Notwithstanding Minnesota Statutes, sections 84A.56, 
  6.34  89.021, 89.27, and 92.45, and the public sale provisions of 
  6.35  Minnesota Statutes, sections 94.10, 282.14, and 282.221, the 
  6.36  commissioner of natural resources may sell by private sale to 
  7.1   the wild rice lessees under leases authorized in Minnesota 
  7.2   Statutes, section 92.501, the acquired, consolidated 
  7.3   conservation and Volstead area lands described in paragraph (b) 
  7.4   under the remaining sale provisions in Minnesota Statutes, 
  7.5   sections 94.10 and 282.14 to 282.226.  The affected counties 
  7.6   must approve these sales for consolidated conservation and 
  7.7   Volstead area lands. 
  7.8      (b) The land that may be sold is described as: 
  7.9      (1) The Southeast Quarter of Section 10; that part of the 
  7.10  West Half of the Southwest Quarter of Section 11 lying westerly 
  7.11  of the west bank of the Tamarac River; the Southeast Quarter of 
  7.12  the Northwest Quarter and that part of the Northeast Quarter 
  7.13  lying westerly of the west bank of the Tamarac River of Section 
  7.14  15; the Northwest Quarter of the Northwest Quarter and the West 
  7.15  160 feet of the Northeast Quarter of the Northwest Quarter of 
  7.16  Section 16, Township 154 North, Range 30 West, Beltrami county, 
  7.17  Minnesota; 
  7.18     (2) The Northwest Quarter of the Southwest Quarter, Section 
  7.19  11, Township 152 North, Range 32 West, Beltrami county,

  9.2      (c) The conveyances shall be in a form approved by the 
  9.3   attorney general.  In determining the value of the described 
  9.4   lands, no improvements paid for by the lessee shall be added to 
  9.5   the value of the land. 
  9.6      Sec. 8.  [EFFECTIVE DATE.] 
  9.7      This act is effective the day following final enactment.
