  1.1                          A bill for an act 
  1.2             relating to environment finance; funding metro 
  1.3             greenways and natural areas; authorizing the sale of 
  1.4             bonds; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION; BOND PROCEEDS.] 
  1.7      $20,000,000 is appropriated from the bond proceeds fund to 
  1.8   the commissioner of natural resources for the purpose of 
  1.9   establishing and maintaining metropolitan greenways and natural 
  1.10  areas. 
  1.11     Sec. 2.  [BOND SALE.] 
  1.12     To provide the money appropriated in section 1 from the 
  1.13  bond proceeds fund, the commissioner of finance, on the request 
  1.14  of the governor, shall sell and issue bonds of the state in an 
  1.15  amount up to $20,000,000 in the manner, upon the terms, and with 
  1.16  the effect prescribed in Minnesota Statutes, sections 16A.631 to 
  1.17  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.18  4 to 7.  
  1.19     Sec. 3.  [APPROPRIATION; GENERAL FUND.] 
  1.20     (a) $500,000 is appropriated from the general fund to the 
  1.21  commissioner of natural resources for a grant program aimed at 
  1.22  encouraging communities to develop local greenways and natural 
  1.23  areas plans. 
  1.24     (b) $250,000 is appropriated from the general fund to the 
  1.25  commissioner of natural resources for staff to provide support 
  2.1   for the activities in paragraph (a).
