A bill for an act
relating to gambling; proposing a constitutional amendment to authorize
gambling other than parimutuel betting at a licensed racetrack; proposing an
amendment to the Minnesota Constitution, article X, section 8.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin An amendment to the Minnesota Constitution, article X, section 8, is proposed to the
people. If the amendment is adopted, article X, section 8, will read:

Sec. 8.

The legislature may authorize on-track parimutuel betting on horse racing in a
manner prescribed by law. new text begin The legislature may authorize an entity licensed to conduct
pari-mutuel betting to conduct other forms of gambling at a licensed horse racing facility
at which a season of horse racing has been conducted in each of ten consecutive years.

new text begin The constitutional amendment must be submitted to the people at the 2006 general
election. The question submitted shall be:

new text begin "Shall the Minnesota Constitution be amended to authorize an entity that is licensed
to conduct pari-mutuel betting at a licensed horse racing facility, at which a season of
horse racing has been conducted in each of ten consecutive years, to conduct other forms
of gambling at that racetrack?
