A bill for an act
relating to capital improvements; authorizing the sale and issuance of state
bonds; appropriating money for a veterans facility in Harmony.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. VETERANS FACILITY; HARMONY.

Subdivision 1.

Appropriation.

$2,500,000 is appropriated from the bond proceeds
fund to the commissioner of administration to design, construct, furnish, and equip a
veterans facility in Harmony to be operated by the Department of Veterans Affairs.

Subd. 2.

Nonstate contributions.

The commissioner of administration may accept
contributions of land or money from private individuals, businesses, local governments,
veterans service organizations, and other nonstate sources for the purpose of providing
matching funding when soliciting federal funding for the development of the facility.

Subd. 3.

Bond sale.

To provide the money appropriated in subdivision 1 from the
state bond proceeds fund, the commissioner of finance shall sell and issue bonds of the
state in an amount up to $2,500,000. in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.

EFFECTIVE DATE.

This section is effective the day following final enactment.
