A bill for an act
relating to education; appropriating money for school reopening grants.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

appropriated from the coronavirus relief federal fund to the Department of Education for
the fiscal year designated.

(a) For school reopening grants:

(b) A public or nonpublic school may apply for a school reopening grant in the form
and manner specified by the commissioner. A school is eligible for a grant if the school
applies by the commissioner-determined deadline, if students attending the school fulfill
the state's compulsory attendance laws, and if the school agrees to spend the funds only for
allowable uses as defined in paragraph (c). The commissioner must allocate grant awards
equally on a per-pupil basis to all qualifying applicants.

(c) A grant award under this section must be used for purposes related to reopening
school buildings for in-person instruction of students. Uses are limited to personnel and
material costs for ensuring ongoing student and staff safety and health, for ensuring students
receive basic and enriched educational services, and for ensuring prioritization of students
who need additional services as a result of the 2019-2020 school year distance learning
period.

(d) This is a onetime appropriation.

in this section may be spent until the commissioner of management and budget determines
that the appropriation in this section is an eligible use of the coronavirus relief federal fund.
