  1.1                          A bill for an act 
  1.2             relating to local government; prohibiting permits for 
  1.3             heavy industry in part of the Mississippi river 
  1.4             critical area; proposing coding for new law in 
  1.5             Minnesota Statutes, chapter 116G. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [116G.149] [HEAVY INDUSTRY PROHIBITION IN 
  1.8   CRITICAL AREA.] 
  1.9      No city or county government or state agency may issue a 
  1.10  permit to a person to construct, retrofit, renovate, or begin 
  1.11  operation of any heavy industry facility within the Mississippi 
  1.12  river critical area designated in section 116G.15, upstream of 
  1.13  United States Army Corps of Engineers Lock and Dam Number Two.
