  1.1                          A bill for an act 
  1.2             relating to state government; changing the deadline 
  1.3             for the submission of the governor's budget to the 
  1.4             legislature; amending Minnesota Statutes 2000, section 
  1.5             16A.11, subdivision 1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 16A.11, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [WHEN.] The governor shall submit a 
  1.10  three-part budget to the legislature.  Parts one and two, the 
  1.11  budget message and detailed operating budget, must be submitted 
  1.12  by the fourth Tuesday in January 15 in each odd-numbered year.  
  1.13  However, in a year following the election of a governor who had 
  1.14  not been governor the previous year, parts one and two must be 
  1.15  submitted by the third Tuesday in February.  Part three, the 
  1.16  detailed recommendations as to capital expenditure, must be 
  1.17  submitted as follows:  agency capital budget requests by July 1 
  1.18  of each odd-numbered year, and governor's recommendations by 
  1.19  January 15 of each even-numbered year.  Detailed recommendations 
  1.20  as to information technology expenditure must be submitted as 
  1.21  part of the detailed operating budget.  Information technology 
  1.22  recommendations must include projects to be funded during the 
  1.23  next biennium and planning estimates for an additional two 
  1.24  bienniums.  Information technology recommendations must specify 
  1.25  purposes of the funding such as infrastructure, hardware, 
  2.1   software, or training.
