  1.1                          A bill for an act 
  1.2             relating to drivers' licenses; allowing applicant for 
  1.3             driver's license to donate $1 for public information 
  1.4             and education about anatomical gifts; amending 
  1.5             Minnesota Statutes 1998, section 171.06, subdivision 2.
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 171.06, 
  1.8   subdivision 2, is amended to read: 
  1.9      Subd. 2.  [FEES.] (a) The fees for a license and Minnesota 
  1.10  identification card are as follows: 
  1.11  Classified Driver's License  D-$18.50 C-$22.50 B-$29.50 A-$37.50
  1.12  Classified Under-21 D.L.     D-$18.50 C-$22.50 B-$29.50 A-$17.50
  1.13  Instruction Permit                                        $ 9.50
  1.14  Provisional License                                       $ 9.50
  1.15  Duplicate License or
  1.16   duplicate identification card                            $ 8.00
  1.17  Minnesota identification card or Under-21 Minnesota
  1.18   identification card, other than duplicate,
  1.19   except as otherwise provided in section 171.07,
  1.20   subdivisions 3 and 3a                                    $12.50
  1.21     (b) Notwithstanding paragraph (a), a person who holds a 
  1.22  provisional license and has a driving record free of (1) 
  1.23  convictions for a violation of section 169.121, 169.1218, 
  1.24  169.122, or 169.123, (2) convictions for crash-related moving 
  1.25  violations, and (3) convictions for moving violations that are 
  2.1   not crash related, shall have a $3.50 credit toward the fee for 
  2.2   any classified under-21 driver's license.  "Moving violation" 
  2.3   has the meaning given it in section 171.04, subdivision 1. 
  2.4      (c) An application for an instruction permit, provisional 
  2.5   license, or driver's license, including an application for 
  2.6   renewal, must contain a provision that allows the applicant to 
  2.7   add to the fee under paragraph (a) a $1 donation for the 
  2.8   purposes of public information and education on anatomical 
  2.9   gifts.  The commissioner shall spend all amounts collected as 
  2.10  donations under this paragraph on programs of public information 
  2.11  and education on organ donation, including distribution of the 
  2.12  pamphlet on anatomical gifts required under subdivision 3.  The 
  2.13  commissioner may contribute all or part of the amounts received 
  2.14  as donations to an organ and tissue recovery agency for the 
  2.15  purpose of public information and education on anatomical gift 
  2.16  programs.
