A bill for an act
relating to education; establishing a grant for a professional development and
mentoring program through the Modern Classrooms Project; requiring a report;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The grants to the Modern Classrooms Project must be directed
toward a teacher mentoring and training program for districts and teachers enrolled in the
virtual mentorship program to build student-centered classrooms that ensure students in
Minnesota receive a world-class education. The grant funds must be used to:

new text begin (1) enroll educators in the Modern Classrooms Project's virtual mentorship program;
new text end

new text begin (2) support teachers implementing blended, self-paced, mastery-based instructional
models in their classrooms;
new text end

new text begin (3) provide additional professional development and on-site visits to support teachers
and school leaders;
new text end

new text begin (4) develop partnerships with universities to create a teacher pathway program that
supports new educators entering the teaching profession;
new text end

new text begin (5) work with teachers across the state to create personalized and responsive classrooms
using the Modern Classrooms Project training and support programs; and
new text end

new text begin (6) provide teachers with a stipend upon completion of training.

new text begin (a) By January 15, 2025, the grant recipient must submit a
report describing the programs offered or expanded using grant funds in the first year and
the effectiveness of program outcomes. The report must be submitted to the commissioner
of education and to the chairs and ranking minority members of the legislative committees
with jurisdiction over kindergarten through grade 12 education.

new text begin (b) By January 15, 2024, and January 15, 2025, the grant recipient must submit a report
each year detailing grant-funded activities, the number of students impacted and virtual
mentorship program participants, a description of programs offered or expanded using grant
funds, partnerships developed with teachers and universities, and any other relevant metrics
for program participation and success.
