  1.1                          A bill for an act 
  1.2             relating to metropolitan government; modifying 
  1.3             requirement for affirmative action plans by certain 
  1.4             contractors; amending Minnesota Statutes 1996, section 
  1.5             473.144. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 473.144, is 
  1.8   amended to read: 
  1.9      473.144 [CERTIFICATES OF COMPLIANCE FOR CONTRACTS.] 
  1.10     For all contracts for goods and services in excess of 
  1.11  $100,000, neither the council nor an agency listed in section 
  1.12  473.143, subdivision 1, may shall accept any bid or proposal for 
  1.13  a contract or execute a contract for goods or services in excess 
  1.14  of $50,000 with or agreement from any business having more 
  1.15  than 20 40 full-time employees within this state on a single 
  1.16  working day during the previous 12 months, unless the firm or 
  1.17  business has an affirmative action plan for the employment of 
  1.18  minority persons, women, and the qualified disabled that 
  1.19  individuals submitted to the commissioner of human rights for 
  1.20  approval.  Neither the council nor an agency listed in section 
  1.21  473.143, subdivision 1, shall execute the contract or agreement 
  1.22  until the affirmative action plan has been approved by the 
  1.23  commissioner of human rights.  Receipt of a certificate of 
  1.24  compliance from the commissioner of human rights signifies that 
  1.25  a business has an approved affirmative action plan.  A 
  2.1   certificate is valid for two years.  Section 363.073 governs 
  2.2   revocation of certificates.  The rules adopted by the 
  2.3   commissioner of human rights under section 363.074 apply to this 
  2.4   section. 
  2.5      Sec. 2.  [EFFECTIVE DATE; APPLICATION.] 
  2.6      Section 1 is effective the day following final enactment 
  2.7   and applies in the counties of Anoka, Carver, Dakota, Hennepin, 
  2.8   Ramsey, Scott, and Washington.
