A bill for an act
relating to economic development; appropriating money for youth summer
employment programs.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; YOUTH EMPLOYMENT PROGRAMS.

new text begin (a) $10,000,000 in fiscal year 2016 is appropriated from the general fund to the
commissioner of employment and economic development for the "Youth at Work" youth
workforce development competitive grant program. The funds shall be used to provide
summer employment opportunities for youth beginning in calendar year 2016.

new text begin (b) In awarding grants under this section, the commissioner shall give priority to
programs that:

new text begin (1) target at-risk youth;
new text end

new text begin (2) leverage nonstate or private sector funds;
new text end

new text begin (3) address disparities in unemployment rates for youth of color;
new text end

new text begin (4) contain a professional skills or educational development component; and
new text end

new text begin (5) invest in established models with demonstrated records of success.
